Where can I find this tuxedo tank top/tank dress? (women’s)?

I’m in love with this outfit. I have a similar jacket and pair of boots, what I need is the tank top/dress. Can anyone find a similar one? Or if not, should I have my sister who’s great with screening clothes make it for me? If so, should I use the sheer jersey chemise from American Apparel (http://www.americanapparel.com/6364.html) and order a size down or get the nylon tricot tank pencil dress (http://www.americanapparel.com/rnt49.html?cid=29) because it’s more form fitting?
